Appendix III: Other Applicable Laws
Minn. Stat. § 609.605, Subd. 4. Trespasses on school property.(a) It is a misdemeanor for a person to enter or be found in a publicor nonpublic elementary, middle, or secondary school building unlessthe person:
  (1) is an enrolled student in, a parent or guardian of anenrolled student in, or an employee of the school or school district;
  (2) has permission or an invitation from a school official to be in the building;
  (3) is attending a school event, class, or meeting to which the person, the public, or a student’s family is invited; or
  (4) has reported the person’s presence in the school building in the manner required for visitors to the school.
  (b) It is a misdemeanor for a person to be on the roof of apublic or nonpublic elementary, middle, or secondary school buildingunless the person has permission from a school official to be on theroof of the building.
  (c) It is a gross misdemeanor for a group of three or morepersons to enter or be found in a public or nonpublic elementary,middle, or secondary school building unless one of the persons:
  (1) is an enrolled student in, a parent or guardian of anenrolled student in, or an employee of the school or school district;
  (2) has permission or an invitation from a school official to be in the building;
  (3) is attending a school event, class, or meeting to which the person, the public, or a student’s family is invited; or
  (4) has reported the person’s presence in the school building in the manner required for visitors to the school.
  (d) It is a misdemeanor for a person to enter or be found onschool property within one year after being told by the schoolprincipal or the principal’s designee to leave the property and not toreturn, unless the principal or the principal’s designee has given theperson permission to return to the property.  As used in thisparagraph, “school property” has the meaning given in section 152.01,subdivision 14a, clauses (1) and (3).
  (e) A school principal or a school employee designated by theschool principal to maintain order on school property, who hasreasonable cause to believe that a person is violating this subdivisionmay detain the person in a reasonable manner for a reasonable period oftime pending the arrival of a peace officer.  A school principalof designated school employee is not civilly or criminally liable forany action authorized under this paragraph if the person’s action isbased on reasonable cause.
  (f) A peace officer may arrest a person without a warrant if theofficer has probable cause to believe the person violated thissubdivision within the preceding four hours.  The arrest may bemade even though the violation did not occur in the peace officer’spresence.

CITY OF SAINT PAUL CODE §
Sec. 283.01. Trespass

a. It is unlawful for any person to remain in a school building, orupon school grounds, after being requested to leave by any person inlawful control of the building or grounds.
b. It is unlawful to return to a school building or school groundsafter a request to leave has been made pursuant to paragraph (a) ofthis section, until that request is revoked or rescinded by the schoolprincipal or other person in lawful control of the building andgrounds.  (Code 1956, § 427.01)

Sec. 283.02. No Interference With Program, etc.
    It shall be unlawful for any person, whether on oroff school premises, willfully to annoy, disturb, interfere with orobstruct any classroom instruction, teaching program or other schoolprogram or assembly being conducted upon the premises of any public orprivate school. (Code 1956, § 427.02)

Sec. 283.03. Penalty
    Any person violating any provision of this chaptermay be punished as provided by the Saint Paul Legislative Code, Section1.05. (Code 1956, § 427.03)
