Budget, Large-Scale System Changes (LSSC) and Facilities Report update

On September 4, 2008, district administration and the Board of Education, began a serious, data-driven, public discussion about the past, present and future of Saint Paul Public Schools (SPPS). Over the last few months, the district has been engaged in creating awareness of the need for Large-Scale System Changes (LSSC).  This phase of our comprehensive reform agenda, referred to as the “WHY” phase, involved a series of presentations and six community input sessions during November and December 2008. We are currently in the second major phase of

our work, the “WHAT” phase, during which the administration will develop proposals, review scenarios, and articulate options for Board consideration and action.  Decisions will be informed by a set of guiding principles intended to balance immediate and long-term organizational needs with stakeholder expectations. The guiding principles align with the district mission, long-term goals and strategic priorities.

The final phase of LSSC, the execution or “HOW” phase, may involve specific criteria and implementation strategies in each of the five subject areas: Academics, Enrollment, School Choice, Budget and Rightsizing and Consolidation.
