  • Following the successful completion of a broad and intensive community engagement  process to develop a ten year Facilities Master Plan (FMP), Saint Paul Public Schools' (SPPS) Facilities Department is bolstering our team to meet the demands of fulfilling the promise of the FMP.  With 72 buildings, and two more buildings on the drawing board, SPPS is expected to complete approximately $500 million worth of design and construction over the next five years alone. The size, complexity and impact of this work is driving the need to bring in new team members to the Facilities Department.     FACILITIES PROJECT MANAGER

    Description:

    • Assist in the development of the preliminary conseptual designs, budgets and time estimates for assigned projects.
    • Identify events that could alter the scope, budget, and schedule of the project and develop contingency plans for meeting objectives. Analyze, compare and evaluate various courses of action and make decisions under the general direction of the
    • department manager on matters of significance within the scope of position responsibilities
    • Coordinate the work of assigned project team members; provide technical direction and support as needed.
    • Participate as a team member in the planning and programming phase of project plans.
    • Act as lead facilitator of project processes throughout the project design project.
    • Identify the need for external consultants and contractors. In consultation with the department manager, negotiate contracts with the same.  Monitor and evaluate performance of consultants and contractors.
    • Examine plans and specifications for district buildings prepared by external  consultants and contractors and propose changes as required to comply with District standards or industry best practices; ensure standards are met.
    • Observe the construction of district buildings and monitor project quality control and conformance to project objectives.
    • Perform Facility Condition Assessments as assigned.
    • Complete the required Minnesota Department of Education submittals for each assigned project.
    • Assist in the financial oversite for the projects assigned.
    • Participate in the maintenance of the budget  for the Facility Master Plan Implementation Plan.
    • Participate in supporting and updating the Facilities Master Plan.
    • Participate in the updating of the Five Year Implementation Plan.
    • Communicate orally and in writing with peers, building staff, administration and community members related to project design and construction.
    • Assist in the establishment and updating of design standards for the District.

    • Interface with, and use, accounting, procurement, and project management software.
    • Contribute to the District’s Strong Schools, Strong Communities efforts by partnering with other staff to contribute to student achievement and the alignment and sustainability of resources.

    CONSTRUCTION PROJECT MANAGER

    Description:

    • Plan and manage assigned construction and deferred maintenance projects from design through commissioning according to project schedules, budgets, and state and federal regulations; assist the lead project manager with these functions when assigned as an assistant to the project.
    • Coordinate the work of assigned project team members, contractors, consultants and other assigned personnel; provide technical direction and support as needed.
    • Identify the need for external consultants and contractors  in consultation with the department manager for assigned projects.
    • Manage contracts for assigned projects; identify technical documents, change orders, and purchases/payment requests.
    • Lead the monitoring of the worksites of assigned projects; evaluate project's status and documentation and assure the projects meet job specifications, budget, schedule, quality and productivity goals.
    • Observe the construction of district buildings.
    • Perform Facility Condition Assessments as assigned.
    • Develop project cost estimates and feasibility analyses.
    • Assist in the financial oversite for the projects assigned.
    • Meet regularly with the project team to review progress and any problems that may have come up. Work with the team to establish a plan to correct any identified issues.
    • Contribute to the District’s Strong Schools, Strong Communities efforts by partnering with other staff to contribute to student achievement and the alignment and sustainability of resources.
    • Work closely with the Sr. Project Managers to develop and implement projects that meet programmatic requirements. Work closely and communicate frequently with the planning and project development team.
    • Ensure projects are implemented using the most suitable project delivery methods and best practices consistent with SPPS standards.
