  • Following the successful completion of a broad and intensive community engagement  process to develop a ten year Facilities Master Plan (FMP), Saint Paul Public Schools' (SPPS) Facilities Department is bolstering our team to meet the demands of fulfilling the promise of the FMP.  With 72 buildings, and two more buildings on the drawing board, SPPS is expected to complete approximately $500 million worth of design and construction over the next five years alone. The size, complexity and impact of this work is driving the need to bring in new team members to the Facilities Department.     1. TECHNOLOGY CONSTRUCTION PROJECT COORDINATOR

    DESCRIPTION

    • Develop and maintain design standards related to select building automation, audio/ visual systems, security and other low voltage systems used in district buildings.
    • Establish performance criteria for impacted systems during the construction phase.
    • Develop the commissioning requirements for each assigned project.
    • Monitor and perform, when required, the commissioning of all appropriate systems to ensure completion and quality of the work, including basic software and programming functions
    • Manage the use and operation of enterprise level system organization.
    • Operate software systems in the daily operation of appropriate systems.
    • Determine scope of technology infrastructure projects by visiting buildings to visually inspect what a project might entail (e.g., what equipment may need to be purchased); ensure floor plans and written specifications are appropriate for the scope of the project.
    • Review and compare equipment and products for potential use in projects in order to recommend the highest quality at the best price.
    • Monitor the bidding process; ensure that low bids conform to the project design.
    • Develop cost estimates for projects or works with the Project Managers and data consultants to develop a Request for Proposal based upon the schematics, scope and design of the proposed project.
    • Monitor the construction phase of projects; attend weekly meetings with Project Managers, consultants and contractors as needed; ensure that projects are on schedule and within budget.
    • Monitor the work of contractors on site as needed.
    • Coordinate involvement of other District employees with projects as necessary.
    • Respond to inquiries relating to assigned projects.
    • Coordinate warranty related work; contacts manufacturers to resolve issues if there are problems with equipment or materials provided.
    • Review all paperwork related to projects such as contract estimates, change orders and invoice summaries.
    • Assist the Project Managers with the compilation of the necessary information for grant and/or federal funding.
    • Serve as a member of project teams for projects of all sizes; assist with defining the scope, design, budgeting, scheduling and other project requirements; provide information relating to technology and data construction requirements; assist with the ongoing problem solving and coordination of the projects.
    • Develop operational instructions and staff training on the operation of all audio/ visual systems.
    • Create internal user documents and train all necessary personnel in the setup and use of the system
    • Perform other related duties as assigned.

    2. COMMISSIONING COORDINATOR

    DESCRIPTION

    • Develop and maintain the commissioning standards to be used as the guidelines for the commissioning process used for all district construction, modification and deferred maintenance projects.
    • Develop and maintain all the necessary documents used in the commissioning process.
    • Develop a project specific commissioning plan for each project assigned.
    • Identify, coordinate, and manage external commissioning agencies, consultants and contractors.
    • Develop a commissioning schedule that meets the requirements of the project.
    • Review drawings and make recommendations concerning constructability, reliability and maintainability
    • Continually monitor construction activities for compliance to contract, documents and quality
    • Attend project meetings for assigned projects as needed.
    • Review all project documentation for meeting the intent of the project.
    • Perform quality assurance inspections of all equipment and work performed on each assigned project.
    • Develop or obtain test, start-up procedures for equipment, and the sequence of operation for use in developing the commissioning plan.
    • Verify functional checks have been performed to accepted standards.
    • Verify all equipment is operating as designed and meets or exceeds the expectations of the project.
    • Collect all record drawings, Original Equipment Manuals (OEM), guaranties, warranties and as-builts in a form acceptable to district needs.
    • Coordinate the commissioning team throughout the design, construction and maintenance processes.
    • Contribute to the District's Strong Schools, Strong Communities efforts by partnering with other staff to contribute to student achievement and the alignment and sustainability of resources.

    3. FACILITIES PROJECT MANAGER

    DESCRIPTION

    • Assist in the development of the preliminary conseptual designs, budgets and time estimates for assigned projects.
    • Identify events that could alter the scope, budget, and schedule of the project and develop contingency plans for meeting objectives. Analyze, compare and evaluate various courses of action and make decisions under the general direction of the
    • department manager on matters of significance within the scope of position responsibilities
    • Coordinate the work of assigned project team members; provide technical direction and support as needed.
    • Participate as a team member in the planning and programming phase of project plans.
    •  Act as lead facilitator of project processes throughout the project design project.
    • Identify the need for external consultants and contractors. In consultation with the department manager, negotiate contracts with the same.  Monitor and evaluate performance of consultants and contractors.
    • Examine plans and specifications for district buildings prepared by external  consultants and contractors and propose changes as required to comply with District standards or industry best practices; ensure standards are met.
    • Observe the construction of district buildings and monitor project quality control and conformance to project objectives.
    • Perform Facility Condition Assessments as assigned.
    • Complete the required Minnesota Department of Education submittals for each assigned project.
    • Assist in the financial oversite for the projects assigned.
    • Participate in the maintenance of the budget  for the Facility Master Plan Implementation Plan.
    • Participate in supporting and updating the Facilities Master Plan.
    • Participate in the updating of the Five Year Implementation Plan.
    • Communicate orally and in writing with peers, building staff, administration and community members related to project design and construction.
    • Assist in the establishment and updating of design standards for the District.

    • Assist in determining the design scope, budget and schedule of a project under the direction of the department manager or unit supervisor.
    • Identify events that could alter the scope, budget, and schedule of the project and assist with developing contingency plans for meeting objectives.
    • Assist with coordinating department initiatives that span multiple sites / areas.
    • Interface with, and use, accounting, procurement, and project management software.
    • Assist in the examination of plans and specifications for district buildings prepared by external  consultants and contractors and propose changes as required to comply with District standards or industry best practices.

    • Oversee a team of 10-14 people responsible for executing facility construction projects and ensuring alignment to the District’s Facilities Master Plan.
    • Manage  all contracted and select self-performed construction projects for the department.
    • Coordinate the project team's assignments to maximize the benefits to the District.
    • Monitor the progress of all active projects to ensure a smooth work flow and adherence to schedules.
