  • Following the successful completion of a broad and intensive community engagement  process to develop a ten year Facilities Master Plan (FMP), Saint Paul Public Schools' (SPPS) Facilities Department is bolstering our team to meet the demands of fulfilling the promise of the FMP.  With 72 buildings, and two more buildings on the drawing board, SPPS is expected to complete approximately $500 million worth of design and construction over the next five years alone. The size, complexity and impact of this work is driving the need to bring in new team members to the Facilities Department. The department is committed to finding the right people for these positions and providing a fun, challenging and fulfilling place to work and develop professionally.

    1. SENIOR CONSTRUCTION PROJECT MANAGER

    DESCRIPTION

    • Plan and manage assigned construction and deferred maintenance projects from design through completion, according to project time lines, budgets, state and federal regulations.
    • Coordinate the work of assigned project team, contractors, consultants and other assigned personnel; provide technical direction and support as needed.
    • Work with the assigned team for each project to make appropriate project decisions to maintain project control within scope of authority.
    • Develop complex project cost estimates and feasibility analyses.
    • Identify events that could alter the scope, budget, and schedule of the project and develop contingency plans for meeting objectives. Analyze, compare and evaluate various courses of action and make independent decisions under the general direction of the department manager on matters of significance within the scope of position responsibilities
    • Identify the need for external consultants and contractors. In consultation with the department manager, negotiate contracts with the same.  Monitor and evaluate performance of consultants and contractors.
    • Manage contracts, identify technical issues and monitor project activities for compliance with state and federal regulations and standards, and Saint Paul Public Schools (SPPS) policies, goals, and objectives.
    • Evaluate, negotiate, and resolve contract and technical issues for assigned projects.
    • Lead the monitoring of project worksites, evaluate project status and documentation, and assure the projects meet job specifications, budget, schedule, quality and productivity goals.
    • Observe the construction of district buildings.
    • Assure that all project deliverables and services are on schedule and meet the District's standards.
    • Meet regularly with the project team to identify progress and problems that may arise. Establish plans to deal with any issues that come up.
    • Examine plans and specifications for district buildings prepared by external consultants and contractors and propose changes as required to comply with district standards or industry best practices.
    • Participate in the support and updating of the Facilities Master Plan as requested.
    • Interface with, and use, accounting, procurement and project management software.
    • Communicate orally and in writing with peers, building staff, administration, parents and community members related to project design and construction.
    • Contribute to the District’s Strong Schools, Strong Communities efforts by partnering with other staff to contribute to student achievement and the alignment and sustainability of resources.
    • Perform other related duties as assigned.

    2. CONSTRUCTION PROJECT MANAGER

    DESCRIPTION

    • Plan and manage assigned construction and defered maintenance projects from design through commissioning according to project schedules, budgets, and state and federal regulations; assist the lead project manager with these functions when assigned as an assistant to the project.
    • Coordinate the work of assigned project team members, contractors, consultants and other assigned personel; provide technical direction and support as needed.
    • Identify the need for external consultants and contractors  in consultation with the department manager for assigned projects.
    • Manage contracts for assigned projects; identify technical documents, change orders, and purchases/payment requests.
    • Lead the monitoring of the worksites of assigned projects; evaluate project's status and documentation and assure the projects meet job specificiations, budget, schedule, quality and productivity goals.
    • Observe the construction of district buildings.
    • Perform Facility Condition Assessments as assigned.
    • Develop project cost estimates and feasibility analyses.
    • Assist in the financial oversite for the projects assigned.
    • Meet regularly with the project team to review progress and any problems that may have come up. Work with the team to establish a plan to correct anty identified issues.
    • Contribute to the District’s Strong Schools, Strong Communities efforts by partnering with other staff to contribute to student achievement and the alignment and sustainability of resources.
    • Work closely with the Sr. Project Managers to develop and implement projects that meet programmatic requirements. Work closely and communicate frequently with the planning and project development team.
    • Ensure projects are implemented using the most suitable project delivery methods and best practices consistent with SPPS standards.

     3. ENVIRONMENTAL SPECIALIST 2

    DESCRIPTION

    • Respond to environmental health and safety questions and concerns from District employees, students, parents and/or the community.
    • Assess environmental and safety hazards; determine if a hazard exists; initiate the necessary steps to remediate the hazard, consulting with management as necessary; informs others about how to respond to a hazardous situation; plan for the prevention of hazards.
    • Perform in-depth inspections of suspected environmental hazards, requiring the use of safety equipment on occasion.
    • Perform regular site visits conducting a variety of Health and Safety activities including but not limited to samplings, hazard investigations, fact finding investigations, and construction and environmental safety project observations.
    • Communicate with contractors and coordinate contractor activities that have been established by a department manager or senior staff.  Implements and tracks contracts for services such as waste collection, recycling, and collection of problem materials.
    • Maintain current knowledge of regulations; assist in the review and preparation of District safety programs; ensure that properly accredited/licensed staff performs work.
    • Develop plans to improve efficiency and reduce expenses related to energy, recycling and waste removal; establish, implement, monitor and adjust plans as necessary; prepare related reports and recommendations.
    • Coordinate with department heads to identify resources available to accomplish the recycling and cost avoidance goals of the District in an effective and efficient manner.
    • Monitor and evaluate energy efficiency and recycling performance at district sites.  Identify sustainable best practices for staff, plan and coordinate initiatives, train and motivate staff as needed.
    • Coordinate the work of contracted services where applicable.
    • Develop, program, and implement district protocols for collection of utility consumption and recycling data (including monitoring of fuel oil tanks for consumption tracking).
    • Organize and monitor utilities consumption data; analyze anomalies in utility consumption and develop recommendations for remediation.
    • Coordinate/oversee data entry for utility consumption and recycling.
    • Oversee district wide recycling programs, and ensure that departments and schools are employing recycling in an effective and efficient manner. 
    • Oversee development and promotion of a District-wide sustainable outreach program including website design and maintenance, and various presentations.
    • Coordinate environmental safety concerns with architects and facilities operations to ensure that regulations are met.
    • Develop and maintain training records, documentation, and participate in the development of training systems. 
    • Conduct training events, deliver in-person training, and communicate with regulatory and local assistance agencies as necessary.
    • Communicate orally and in writing with peers, building staff and administration, and parents related to addressing concerns and actual hazards.
    • Conduct required Asbestos Hazard Emergency Response Act (AHERA) asbestos inspections.
    • Conduct indoor air quality assessments and other environmental testing and/or monitoring as required.
    • Assist in the management of vendor contracts for district wide recycling, trash collection, environmental health and safety programs.
    • Research subject matter to understand how to identify, handle and remediate suspect hazards.
    • Draft procedures and reports as requested and/or required.
    • Develop, document and maintain required energy and utility data, health and safety data, and other records in departmental database(s) as required.
    • Contribute to the District’s Strong Schools, Strong Communities efforts by partnering with other staff to contribute to student achievement and the alignment and sustainability of resources.
    • Perform other related duties as assigned.

    4. MANAGER OF CAPITAL PROJECT DELIVERY

    DESCRIPTION

    • Oversee a team of 10-14 people responsible for executing facility construction projects and ensuring alignment to the District’s Facilities Master Plan.
    • Manage  all contracted and select self-performed construction projects for the department.
    • Coordinate the project team's assignments to maximize the benefits to the District.
    • Monitor the progress of all active projects to ensure a smooth work flow and adherence to schedules.
