Saint Paul Public Schools is excited to present the 2006-2011
Strategic Plan for Continued Excellence. This will guide the work
of the district and our hope is that you will use this plan to inform
yourself and to then hold us accountable for accomplishing the goals we
have agreed upon in this document.
The five-year plans is
a culmination of months of intensive staff planning and research,
supported by extensive input from the community.
The plan
addresses five goals, 10 strategies and 12 measurable outcomes, all
tied directly to improving student achievement. The district will
measure its progress using 122 specific action steps outlined in a
supporting Implementation Guide. This guide includes a 2006
Spring Data Guide, which informed our decisions, and a glossary of
terms.
Below there is also attached a one-page Framework for those who would prefer an overview.

Background on the process:
Saint Paul Public Schools has received
input from parents, staff, teachers, and community members about the
draft Strategic Plan for Continued Excellence in Schools in four
primary ways:
- At five regional community strategic plan meetings across the
city of St. Paul for which we provided interpreters and child
care. The meetings, which had an average session attendance of
about 125 participants, provided an opportunity for us to listen to
what our parents, staff and community members had to say about our
draft plan and offer us suggestions as we develop the final plan.
- From work sessions with administrators, teachers, community
groups that focused on educational priorities identified by each group
but also that helped to inform our work on the draft strategic plan.
- Through surveys completed in multiple languages at the regional meetings and via our district web site.
- And from individual conversations people have had with the Superintendent, Chief of Staff, and other senior administrators.
Here are the key themes we heard from our staff and community:
- Include arts, physical education, social studies, gifted and talented, and career & technical education.
- Make safe, welcoming and respectful environments a top priority.
- Support transitions for students (not only into school and
between elementary school and middle school, and between middle and
high school, but also into higher education and for special education.)
- Reform the delivery of special education services.
- Invest in early childhood education.
- Provide more and deeper professional development related to our
Project for Academic Excellence and for all staff in cultural
competency.
- Develop a model for shared accountability in SPPS, including
clear expectations and communications for students, staff, parents and
community members.
- Create professional learning communities at all levels and departments.
- Design a school calendar that supports academics and professional development.
