Enterprise Project Governance
Starting in fall 2025, Saint Paul Public Schools (SPPS) launched the Enterprise Project Governance (EPG) process to ensure large-scale initiatives are strategically aligned, feasible, and resourced for long-term success.
Whether it’s rolling out new curriculum, implementing digital systems, reimagining student services, or launching equity-focused efforts—EPG exists to support stronger coordination, clearer decision-making, and sustainable implementation across schools and departments.
This work is housed within the Innovation Office (IO), whose mission is to advance strategic thinking, planning, and decision-making across SPPS. The IO provides strategic planning, project management, fund development, and grant oversight to ensure initiatives like EPG are executed effectively and in alignment with district goals.
What Is EPG?
EPG is a structured districtwide process for reviewing, prioritizing, and monitoring major initiatives before they move forward—and as they progress. It ensures that projects are well-scoped, aligned with strategic priorities, appropriately resourced, and positioned for success.
Projects reviewed through EPG typically:

Impact multiple schools, divisions, or departments

Require significant funding, staffing, or policy changes

Involve complex implementation and long-term planning

Depend on cross-functional collaboration and oversight

Align with the district’s strategic goals and equity commitments
As part of the process, project teams complete a Decision Document, which is reviewed for feasibility, alignment, capacity, and risk. Teams receive structured tools, ongoing support, and guidance from the EPG Committee. When needed, a dedicated project manager from the Innovation Office is assigned.
