Welcome to the Office of Federal Programs

The Title I program provides supplemental educational resources to ensure that all children have a fair, equitable, and significant opportunity to obtain a high quality education. Title I helps schools provide world-class educational opportunities to all students.

Our Mission:   Recognizing the ability of all students to master challenging academic standards and the necessity of strong family involvement, Saint Paul Public Schools Office of Title I - Federal Programs ensures increased and improved educational opportunities for all students. The Office of Title I - Federal Programs serves Public and Non Public schools with a high incidence of poverty, Homeless students, and those residing in Neglected and Delinquent Institutions by

  • reducing barriers to learning
  • effectively communicating with parents, community and staff
  • and by implementing Federal and State statutes to achieve strategic goals.

Title I/ Family Engagement Monthly Roundtables

The Monthly Roundtables provide your build's Family Engagement Lead with PD on implementing best practice family engagement strategies. Participants receive cultural information, Family Engagement Resources and Title I Crate Updates. We partner with OTL Literacy, OTL Math, the Office of Communications and the Office of Family Engagement and Community Partners to help support families with new curriculum, initiatives and communication tools. All of the Monthly Roundtables are 1.5 hours and are published on PowerSchool. Each Title I funded school is expected to have a participant at the Monthly Roundtables.

Report Suspected Fraud, Waste or Abuse: U.S. Department of Education Office of Inspector General Hotline

The OIG Hotline is available for anyone who knows of or suspects fraud, waste, abuse, mismanagement, or violations of laws and regulations involving U.S. Department of Education funds or programs. This includes allegations of suspected wrongdoing by Department employees, contractors, grantees, schools and school officials, persons in positions of trust involving Department funds or programs, collection agencies, recipients of student financial assistance, or lending institutions. If you have knowledge of any wrongdoing involving Department funds or operations, let us know!

New resource: ESSA e-learning modules

MDE’s new School and District Accountability page includes a growing collection of e-modules exploring key aspects of the North Star accountability system that is Minnesota’s new way to identify schools and districts for support under ESSA and the state’s World’s Best Workforce law. Each module is approximately 4-7 minutes long. A module about the philosophy of the system and a module with an overview of the system are already available, and more modules are coming soon to explore the processes for identifying schools and districts as well as each indicator used when making identifications.
