Schools may use Title I funds to pay for School Counselor whose purpose is to work with students, families and the school staff in the area of MTSS/PBIS to monitor and intervene if there are behavioral or attendance concerns. Build family connections and engagement to improve safety and school culture/climate.
This may include:
- Providing appropriate school counseling services to individuals and groups and their families.
- Consulting with parents, teachers, and administrators to develop intervention strategies to enhance school success.
- Identifying, mobilizing and coordinating family, school and community resources to enable children to receive maximum benefit from their educational program.
- Facilitate problem-solving meetings between families and the school.
- Provide crisis intervention services for students.
- Provide consultation to school personnel
- Serve as the school contact person for students who are homeless.
- Assist in resolving truancy concerns.
Each school must designate a person on staff to be the key designated homeless contact person working closely to support students who become homeless during the course of the school year. The homeless contact works with the Title I REACH staff to ensure that students remain in their school of origin during the time that they are homeless.
Procedure:
- All positions must be supplemental in nature.
- Consult with your Title I program manager or supervisor prior to submitting the requisition.
- Follow district procedures for hiring.
- For any employees paid totally by Title I funds, supervisors must complete semi-annual certifications which verify that the employee has worked 100% on the federal grant for the first half of the year. Semi-annual certification is completed every six months, once in early January and again in early July. The supervisor will be notified via email to log into PeopleSoft to complete the Semi-Annual Certification.
- For any employee whose activities are paid partly by Title I funds and partly by other funds, must complete bi-weekly time and effort reporting of their time. On the online Bi-Weekly Time and Effort form, an employee will allocate the number of hours worked for the pay period across each program covered and determine the percentage of time spent in each program area if it is different than the default amounts. The total must equal 100%. The employee will then submit the time and effort report through PeopleSoft to the supervisor each pay period. The supervisor will then review and approve the employee’s report bi-weekly.
