• Saint Paul Public Schools English Language Learner Programs The goal of the English Language Learner (ELL) Program is to help limited-English-proficient students develop their English skills and their self-confidence in their ability to function successfully at school and in the community. Students whose first language is not English are assessed to
    determine their English proficiency and their readiness to successfully participate in the English-taught curriculum. Those students who are found to be LEP are further tested for placement in the ELL Program and are gradually exited as they become more proficient in English. Whether LEP students are fully mainstreamed or participate in the ELL program, they receive support to help them succeed. Support services are available in the primary language as needed, including extra support through Latino Consent Decree (LCD) classes, peer tutoring and work with instructional aides.
