Dear SPPS Staff,

I am writing to update you on what we know now about the federal education funding that, although previously authorized by Congress, has not been distributed to the states for the new fiscal year that began July 1, 2025. As of this writing, we believe the impacted funds for Saint Paul Public Schools total at least $7.2 million in the following areas:

  • Title II - $3.8M (teacher training and development, adult education)
  • Title III -  $1.4M (support for English language learners)
  • Title IV - $2.0M (academic enrichment, student support and before- and after-school programs)

Fortunately, Title I-A (our largest area of Title funding) is not impacted at this time. Our district leadership team, legislative liaison and other key stakeholders are continuing to seek more information to get a clearer picture of what this means for our district, staff and students. While we work for greater clarity, the district is not making any immediate reductions in staffing or programs. A combination of Title I-A and other funds will be used to fill in any gaps created by this unprecedented disruption in funding for the time being.

As an added safeguard, no new staff positions will be created until further notice. Current vacancies and positions that have already been posted are not impacted. If you have questions about a specific position, please contact your Human Resources coordinator.

We hope to have more information in the coming weeks, and will continue to keep you informed of how that information may impact our plans for the upcoming school year.
