SPPS Working to Improve School and Workplace Climate

Saint Paul Public Schools (SPPS) is dedicated to ensuring a safe, nurturing environment for both students and staff. To this end, SPPS enforces policies that prohibit unlawful discrimination, harassment, violence and retaliation by any student, teacher, administrator or other personnel within the District. These policies contain procedures for how to make reports and how the District will investigate and respond to reports. Lastly, the District has established an internal office, the Office of Equal Employment Opportunity (EEO), as a department to field and investigate complaints or concerns about policy violations.

The Office of Equal Employment Opportunity (EEO) is an independent department within the district, with the Director reporting directly to the Chief of Staff. Its mission is to promote a districtwide culture of equal opportunity that is free from unlawful harassment, discrimination and retaliation.

“One of my primary functions is to investigate complaints under our discrimination, harassment, violence and retaliation policy,” says Megan Sheppard, Director of Equal Employment Opportunity. “However, my investigations are only as thorough as the information I receive. I urge anyone, students and staff alike, to bring concerns forward in a timely manner. I promise you will be listened to and taken seriously.”

Most visibly, EEO fields and investigates complaints of harassment, violence, discrimination or retaliation based on membership in a protected class, such as race, ethnicity and sexual orientation.

EEO conducts investigations through an independent, impartial and neutral process. If you or someone you know has concerns about these important issues, please contact EEO at 612-760-1433 or via email at
